Players can also spread dissension in an allied city or another race’s city. This is done partly through the diplomacy system. Additionally, players can steal things belonging to rulers, and then commit crimes and "plant" them. This damages the ruler's reputation with the people. Additionally, if anyone has the ruler's crown, all of his actions, whether positive or negative, reflect on the ruler’s reputation. A ruler can raise his reputation through a variety of means, including building more onto the city, lowering taxes, and having his agents spread counter-dissension (or propaganda) through diplomacy. A revolt will take place by the NPCs if a ruler's reputation gets too low.
